California is a guaranteed 55 EVs every election. This causes Californian Republicans to not come out and vote with enthusiasm. If the popular vote determined the winner, then the Republicans in these guaranteed blue states would get out and vote in larger numbers, and so the popular vote in California would be a lot closer, giving Trump the total popular vote win.
