Maine and Nebraska split their electoral college votes by congressional district, with the remaining 2 votes in the state going to the overall winner. This is a very reasonable approach.

Nebraska is a deep red state, so when the Omaha city congressional district went to Obama in 2008, their electoral college delegation ended up having one vote for Obama and the rest for McCain. Naturally, after that debacle the GOP-dominated state unicameral wanted to change the system back to winner take all in order to prevent the Democrats from getting the benefit of the split electoral vote system. I'll be honest, I haven't been to to any coastal towns north of SF, so I'm basing my claim on places inland (mountains) north of Sac. I lived in Yuba City for a few years, and went to visit just a few days ago, and that town is going to go red. Anytime I venture into the foothills or mountains I see signs for the state of Jefferson. I can't imagine those towns going blue.

Unfortunately that's never going to happen, unless there is an armed revolt against both federal and state government. The 10-15 electoral votes that would go with the territory (assuming it gets cut at Sacramento, which imo would be the most likely scenario), would make it nearly impossible for Dems to win the presidency. With California being a Dem stronghold, the chances of it ever being a serious vote are slim to none. Also, a strong conservative state on the west coast would taint the rest of the states here (from Dem PoV), and make them much more likely to stand against the liberal machine that's running full force here.
