Basically, the Walt Disney corporation did some shady development things when they built Walt Disney world.
Effectively they carved out their own little spot of Orlando that is entirely controlled and policed by Disney Security.
Orlando Police cannot respond unless they have permission from Disney Security.
Often, custodial staff have completely ruined the crime scene by the time OPD arrives.
One case that lead to years of resentment between the OPD and the mouse was the case of a Disney executive who led police on a high speed car chase through the county but was arrested on Disney turf. Because of this, Disney Security claimed they had no jurisdiction to make an arrest. This is making no mention of the fact that OPD has to relinquish their weapons anytime they are on Disney property. Their are a couple of books on the subject, I read a few. Search, Reedy Creek development area, and brush up on your legalese.
