They can understand basic language, save words and sentences based on analyzing grammer and make general judgment regarding photos (meta analysis and abstract learning algos).

LUIS is essentially a bunch of algos that can form, read and improvise naturally spoken sentences (read: senteces that deviate from the norm, like human slang). So, no, it's not an AI.

I wonder if machine consciousness would be possible not through algorithms, but through trying to replicate EEG by circuit essentially.
