The shooter's name was Ali David Sonboly. He was born and raised in Germany to Shi'a Muslim parents who came to the country as asylum seekers in the '90s. He had no criminal record, but he did have a history of severe depression and had been admitted into psychiatric care.

He changed his WhatsApp profile picture to a photo of Breivik just before the shooting, which by the way happened to be carried out on the fifth "anniversary" of the Norwegian terror attacks.

It's likely a case of bullying might have contributed to his decision to go on a shooting spree.
