So I decided to look at the changes & quickly found something interesting.

The FIRST big change in 2013, relevant to right now, deals with reporting non-compliance and reporting authorities. Employees originally were to report substantial non-compliance to the assistant director of the FBI. The only significant change in this section was the addition of a new position called the "Division Compliance Officer", who gets to UNILATERALLY DETERMINE WHETHER TO MOVE FORWARD WITH THE NON-COMPLIANCE REPORT

This means someone could tell an FOIA requester to fuck off and not tell their boss about it.

It ALSO means someone could fully comply with the request and also not tell anyone about it.

Start making FOIA requests! They are telling us they will put the information out but they need the public to ask for it so they don't look like they're influencing the election!

Well, maybe some tech-wizard knows this better than I do, but from my limited understanding, those "papers" appear to be scanned and then editted (in paint by the looks of it).
When they're edited, if you slap a white square on top of whatever was there, the previous data is gone, replaced by a bunch of white pixels how un-progressive.
Barring some weird-arcane-file-format-odditie, there's little we can do.
Unless those squares were added in the PDF itseld, in which case, call the fucking tech-wizards because I'm pretty sure it can be cracked open like a can of tuna.

when you delete something from a hard drive, what's happening is the data isnt deleted, the drive's index is updated to tell any software that asks "this area is writable" and then over time as you write more data to the disk, eventually you get to that sector and overwrite what was there. it's because hard drives are a slow analog medium still and flipping the bits to 0 isnt as simple as it is with say a ssd where it's all mechanical, with a hdd you actually have to write the data "0" over and over again over every bit.

in this case assuming it's just a white block in paint, this actually does overwrite the data of the pixel with white, making it unrecoverable in theory. but like another user said, if it was done in pdf as an "annotation" of sorts over the base scan, then there may be a way to undo that as it's feasible the data underneath is still there. but i doubt they'd be so careless.

from my limited knowledge of photo editing, jpgs i think have no level of transparency or layering as it doesnt support it. it doesnt even save exact color values and instead uses ratios to approximate colors without caring about accuracy. png does however support layers as ive just found out from jewgle, but even the photo editor that can manipulate and save layered png (adobe fireworks) can only read them back as a single layer. this is of course assuming that the whiteouts were done with photoshop or something of the like, and then converted to pdf.

as for how pdfs work i have absolutely no idea. you're gunna have to ask someone else, typesetting and the like never appealed to me.

Gonna try this:
- Make a test in paint: 1pxl white, 1pxl black in jpg and png form
- convert to pdf
- explore how javascript makes the shades and colours visible by the pixel
If painting an image white only changes part of the value of data, or part of a string then we have liftoff.

it might be more worth your time to explore a realistic scenario. write "nigger" in paint, then put it in a pdf editor and see what options there are to cover the wording. if there's a box annotation feature by default that looks like the one they use, it would give us a good place to start.
