I think it works. Medical students need to earn a certification to become a doctor. If someone was acting as a doctor without a license, then that person would still not be a doctor. The piece of paper (and the years of study it represents) is what distinguishes a doctor from some guy with a stethoscope and scalpel. Because he is not a doctor it would be incorrect to call the man an illegal "doctor". Instead we refer to him as an illegal practitioner. We use the action of the Doctor as a reference point to the practitioner instead of the doctor's status. When it comes to illegals, calling them illegal citizens would be just as wrong as calling the illegal practitioner an illegal doctor. Instead we look for a term that signifies who they are trying to emulate without giving them that elevated status. The confusion comes from the fact that being a citizens is often a really passive job. It's something you are born into. So there aren't very many obvious actions we could take to name illegals with. The only common action is that both groups live in an area. However, in English it is a bit clunky to make a phrase for such a thing, and most of it has to be implied. What people mean when they say illegals is: (people who) illegal(ly live in an area). Thus it's based on actions rather than simply their existence, but I am pretty sure that most liberals don't need to recognize that living can be used as verb in some cases. They sit there having everything given to them, and they never once have to think of taking living into their own hands. They also don't recognize the importance of the status of a citizen. It is put onto people who have (ethnic) ties to the land and will most likely be loyal to it in the future.
