I think in the case of Hillary it's a psychological thing. Hillary and by extension Chelsea are very round faced. I'd wager that Hill has a complex about her own appearance and projects her own standard onto Huma, a taller, more angular woman who has everything Hillary doesn't to a cartoonist degree.
