Exploring space requires at the barest minimum two capabilities which we may already posses: an ability to reproduce gravity, and an ability to block broad-spectrum radiation. I think this one could be a goer, the fuel source (Hydrogen) is one of the most abundant in the universe, now with the miniaturization of nuclear reactors in the last 10 years this becomes more feasible as the energy cost if rather high to create a plasma but the relative weight cost to output (V) on a small nuclear reactor is a huge gain.

You'd have to get a decent distance away from the earth to start using it (outside of GEO at least), so it would have to be stage 3 at the very least, making the system only really beneficial for really long distance missions. With the technical challenges involved and the fact we don't have any pressing reasons to get large payloads to outer planets it doesn't seem like a great investment.
