Eventually, critical infrastructure and energy systems will be affected, and the average American will be severely inconvenienced, resulting in increased public outcry against the Russians.

2.) The Russians likely have agents on the ground in the US, performing basic espionage, intelligence-gathering, and sabotage. It's not outside of the realm of possibility that the US is already aware of some of these agents, and will poke and prod them until these agents have been made aware that their covers have been blown. The FBI and NSA will make a huge clusterfuck of the roundup, and innocent lives will be lost in the various crossfires. Americans will be outraged and call for war.

3.) A false-flag is staged wherein alphabet soup agents/mercenaries disguise themselves as Russian terrorists/ultra-nationalists, and the American public cries for war after some devastating attack.
