Do you actually have any knowledge in this field or are you just guessing? The standard blur functions are not isomorphism, you can't just "get rid" of it. At best, you can try guessing, but even then, you wouldn't be able to recover details such as the small black crosses from the camera.

What you could try is reproducing the blur in similar conditions with different characters on the display and then comparing the results. You could also try feeding the data to appropriate neural network or deep learning algorithm, though generally humans are better at recognizing patterns, so that probably wouldn't help much.

Because with how blurry the pictures are, the results would probably rather underwhelming. Certainly not wort the effort, if you ask me.
