You should look into the Operation Gladio program. It was a program used by NATO to engage in false flags across Europe as part of the Cold War assault on socialists, communists and to a lesser degree anarchists.

They used independent far right agents to engage in these attacks. These agents were not simply mindless puppets but neither were they conscious conspirators: they had an ideological commitment to subverting the left and were willing to cooperate with the authorities on those grounds. Some later decried the program as they felt they had been used.

The basic modus operandi of the program was to find an independent far right cell and then aid them in carrying out attacks, sometimes under the guise of a left-wing group. This is something that has been confirmed as a tactic. A handler gives the would-be bomber a 'bomb' that is deactivated or inert. Now imagine would be bomber has some smarts about him and suspects this, changes the dud detonator for a live one, then carries out the operation just as instructed to by the spooks.
