When a video suddenly becomes popular they lock the number of views for some period of time to make sure it's not just some bots spamming views on the video. I believe it has to deal with videos that have ads on them paying out based on the number of views.

Youtubes viewcount is not accurate.

In the most conservative estimates for popular videos there are 25 views for every like on youtube. That means people really enjoy the content, typically it's less, only 1 like per 50-100 views.
