The nature of drug crime makes it difficult for me to see him negatively, these drug dealers don't just act alone, they are parts of larger criminal organizations that ultimately fuck the people over at every possible turn for profit and power. The very complexity of drug crime is what makes his action so fucking dumb. The young men out in the streets peddling the product are trying to get by; the ones with career aspirations already have far more important charges to levy against them. Cartels are the bastard children of a phoenix and a hydra, even if you cut off all of its heads fast enough to kill it, it'll be reborn in a few months and you'll be too drained to fight it again.

As counter-intuitive as it sounds, you cannot fight drugs while they are illegal. Period. As long as there are illegal drugs, there will be illegal drug sales.
