You misunderstand escape velocity. Escape velocity is the speed a free falling body needs to escape the gravity of the body it is falling away from. As an icbm has no interest in orbiting, instead having a trajectory of an arc where fuel isnt needed on descent outside maneuvering. It doesnt need to and does not go 17500 mph on ascent.
