From what my engineering professor told me, the American computer industry is very wasteful too and needs brand new equipment to set up the newest processor each year–this means that the equipment isn't properly calibrated and the methods developed are always brand new, which is why defects are so high and the bathtub curve on phones is like 3 years if you're lucky.

If the Russians can develop a computer from maybe 2007 (Like 2500k generation), and develop it well enough that it can withstand extreme conditions, their expert software engineers can probably have an operating system ready that is specifically tailored for the hardware and runs very fast.

But in all honesty, all they need to do is develop a custom military architecture that operates as fast as a computer from the 90s, outfit it with a new way to transmit information and the US military will have another enigma device to deal with.
