He was nominally socialist. Really a tyrant but not overly bloody. Some state-terrorism. A bit lunatic (weird uniforms, female bodyguard corps). He was a pan-arabist then a pan-africanist. He was muslamic but quite moderate. He was surprisingly not much corrupt and the oil money was genuinely used for the people resulting in Libyans having one of the highest per-capita income of the region as well as remarkably high level of education. He was fairly liberal on racial issues, improving the lot of the darker Southern Tubus and Tuaregs and using them as part of his power base.

The comparison with Castro is not entirely inappropriate.
