He did attempt to set up colonies of blacks in Africa and the carribean, however the Caribbean colonies died off for the most part and Liberia was abandoned as a venture. With the proclamation and their inclusion into the army I do believe he abandoned all serious effort to deport them. And I believe his friendship with Frederick Douglas at least lends credence to that idea
