Carrying around my birth certificate or social security card is not safe or smart, so I went and got a state ID. Every state does this, not just NY. To get one, you need to have proof of citizenship or legal residency (same as a driver's license), and proof of state residency (again, same as a driver's license).

So to get one, an illegal would need a fake social security card or birth certificate. And if they already have that, they can just go register to vote with that. At least, that's how it was in Florida. Maybe in NY it's so pozzed, cucked, and kiked that you can get an ID just by showing up at the door.
