Few weeks ago was the 333rd year anniversary of the battle of Kahlenberg, where the Austrians together with based Polish brothers kicked the turks out of Austria. In consequent wars (previous bro pointed out already) they freed Buda and went down to win back Belgrade and established the Austro-Hungarian Empire. You only need high percentage of voters to go AGAINST the wishes of the government (which is legitimate).

If the government want to do something (here ban migrants) and the people who go vote vote "yes" at 98+% participation doesn't matter, it would have mattered if it was the "no" vote that won.

That's the whole principle of the referendums, it's basically a vote of confidence, if it passes it didn't matter who or how many voted, if it doesn't pass then it matter because it turned into a vote of no confidence for the government.
