I don't think the solution to the Africa Question is direct military involvement. Cutting off aid on the premise that it's actually holding them back also most of that aid money is stolen, same with things like rice and other humanitarian aid, either that or it's controlled by local warlords should do the trick. The Afrikaner, or Boer, people of South Africa were internationally demonized like no other people in history.

The Afrikaners began to settle in South Africa in the 18th century, fleeing religious persecution in Europe. Around the 17th-18th century when dutch empire was founded they used a legal system for civil (common) law loosely based on the Theodosian code and roman surviving jurisprudence. Now like most of western Europe the Netherlands proper switched to a legal system based on the Napoleonic Code when Napoleon wrote it.
