Yes it is. It's upsetting and he'll wonder what's causing it. You could add in some other noises to highlight it to really drive it some. Playing some monster noises won't have the same effect as him thinking he's hearing something creepy. The best frights are not spoon fed.

How about a loop with a kid laughing, with a lot of reverb occasionally and a bit of panning? It could sound pretty fucking disturbing, if edited properly. There should be a long pause between each laughter. And some kid talks backwards.
