depends on what you want appealing to mean, for me population is most important. to me, anonymous free speech instantly at any distance is groundbreaking. not that every post needs to be read, but having the ability to say what you want with minimal digression and possibly have somebody read/respond isn't something you have always been able to walk away from irl.

So with that in mind i think the main thing you need to do to change a chans appeal, is change what obscene images are allowed to be posted/semi-spammed on the site

Example of what i mean:
4chan: Loli yes, Gore no, Pony no, Furry no, Illegal no, 2d softcore yes(but only if we like it, we dont like furry, pony), 3d softcore very board specific.
Holla Forums: illegal no, everything else yes

It's obviously more nuanced than that at individual board level, but i think as a umbrella rule the more offensive content you allow,the more people you potentially offend. Then comes word of mouth, which imo is the reason Holla Forums is stubbornly unpopular. People wont give it a chance, because while 4chan is taboo, google wont even LIST Holla Forums. To internet novices Holla Forums is a pedo site, because of word of mouth.
But the actual difference in out-of-place potentially-offensive images between the sites is very little though. You go to the same board on 4 or 8 ch and you have the same content in different form.

So why is 4chan taboo but not unmentionable? Dispite racy depictions of children being posted almost anywhere? That's got to alienate the normies and harm the sites reputation right?
Obviously not. I think 4chan hyper-moderates the normie/popular boards so content that might not be against the rules, but is egregiously offensive to normies is swiftly deleted, and only seems few and far between. The pedos go by virtually unnoticed/"ITS PART OF 4CHAN", keeping their offensive shit where it wont be deleted. It's also worth noting that 4chan can delete posts and ban ip's without the post showing in any archives or any mention in the ban log. Between deleting posts, removing evidence of posts/bans, and sticking to ambiguous rules, the moderation is able to deceive the user base(normies and neets) into thinking they are participating in a community crafted by like minds, when really it's a facade to attract users and keep them posting within an ambiguous meta.

So if this is why 4chan is popular, can Holla Forums attract more users without sacrificing it's values? My first answer to OP was remove all sfw/porn, gore, extreme kinks (scat..etc) from all sfw boards with very strict rules, but that would be boring and lame as fuck.

Also, its worth noting that 4chan occasionally allows nsfw OP images on sfw boards(tv,v), sometimes even to bump limit, but it's always 3d porn, late nite america time, and the thread blows up with people funposting.
So clearly ambiguous rules can also be beneficial, it's fun to do things you aren't supposed to.
