While I don't really understand it fully myself, I think this has to do with IANA. Let me just copy paste the answer from another source.
"The IANA role basically is that whoever is the IANA, is the final mediating authority on the correct assignment of an addressing number. If two devices try to communicate as the same address only one of them is correct, and the IANA's routing table is authoritative. Assignments that contradict the IANA's table are in error.
ICANN is already the IANA and that will not change. The handover is simply saying "the US is giving the IANA role to ICANN, its theirs". Because the IANA role is now so world wide that not even the US could raise up a competing IANA and expect to win."

The most they could really do in the near future is fuck with DNS servers so that typing in something like "8ch.net" in your browser wouldn't work. In which case you can just use some other DNS server instead of the defaults given by your ISP: opennicproject.org/
