Not in any particular sense, no.
I believe the discussion on their lack of a civilized standard can't be blamed on colonialism, and that they have a capability that hasn't been fully realized.
Indo-Europeans had the advantages of livestock and trade, and Genghis Khan brought us the missing components to true civilization that Islam denied us when they isolated Europa's trade potential.

Intelligence is subjective, and all that's needed is literacy and mathematics. The rest just builds gradually from there.
Alright. Because it's fairly obvious that there is biological variation in the human species. But I've met many smart African comrades.I do agree the multi regional hypothesis is more likely - and it's a shame that anthropology and racial science is hijacked for politics so often.
Interestingly enough there was this one study where when a group of South Africans were given proper education in college their average IQ rose to 96 - only 4 IQ points below the western Average.

I think that true Intelligence is closely related to language, since language primordially deals with exchange of ideas and thoughts.
For instance, we tend to separate africans into sub and supra saharans, and it seems thst the further north you go, the smarter the people usually are, why? Because their geographical approximation to trade routes and multiple civilizations are ideal for cross-pollination of ideas and concepts as well as linguistic forms and so on.
And if you look at it on a day-to-day example. People with short vocabularis are generally less competent in the thinkig department, to put it mildly.

Africans are human, and possess the same adaptive capabilities- even if they're playing catch-up.
There are clear ethnic distinctions all over Africa as there are all over Europe that we don't widely recognize.
Also, Africans are typically more friendly towards the revolution than other groups.

This is no clear indication, but we can see even our most distant relatives have some capability.

However, the areas colonized in Africa are more successful than mostly uncolonized Central Africa because most of those areas are coastal regions, and thus able to benefit from trade.
