Exactly, what victory? How was Hitler going to win the war? There's a reason the Axis lost, and it involved the trust the Germans put in Hitler and the Japanese generals who were more concerned with honor than with strategies that would bring them victory. Arguably the Japanese used effective psychological warfare tactics and weren't just committing pointless suicides and wasting airplanes with things like kamikaze attacks, but IIRC they didn't actually do that much damage to the American navy's fighting power and ability to subdue the Empire's Pacific forces.
