Please keep in mind I live in a low-to-mid class area in Tokyo. The people there are somewhat "uneducated." The streets are also kind of dirty (keep in mind Japanese standards are different to Canadian or American standards. Dirty streets in Japan means moderately clean or clean in Canada/US).

Regardless, homeowners don't lock their doors during the day and the people in my area have more manners than your typical goy in Canada or USA based on my "biased viewpoints."

Point is, crime is still relatively low in Japan. You're still safe even if you live in a poor area. You might not be safe if you live and commute around say, red light districts like Shinjuku, but I'll say it again Japan is still relatively safe.
