In short, ICANN wants to turn the internet into a "diverse" shithole by bringing the entire third world aboard. Also, warning to anyone who wants to read the whole thing: buzzwords like "diversity" and "inclusivity" are all over it.

A TLD is something like .com or .org. In the past the US Department of Commerce did oversite for the IANA, but it was 99% handled by ICANN.
