Also don't forget there is a very real physical barrier between Africa and the internet. They don't have the infrastructure for electricity or clean water let alone data cables for internet. A TLD is something like .com or .org. In the past the US Department of Commerce did oversite for the IANA, but it was 99% handled by ICANN. That was fine until countries that have different alphabets wanted to have Top Level Domains (TLD) in their native language.
