For example, my home state of Ohio is truly only a swing state because it has the widest political margins between the urban areas and the rural areas in the countries. I think much of this could be mitigated by redistricting certain metropolitan areas into city-states [think Philadelphia, NYC, Chicago, Los Angeles, Seattle, Atlanta, Denver, Phoenix, Dallas/Houston] and decouple their electoral votes from the rest of the state.

You'd still have problems in the Mid-Atlantic and New England where most of the major cities may not meet whatever requirements would be set forward to classify a metropolis for city-state status, but major damage would be done to the Democratic vice grip on New York, Illinois, and the Pacific Northwest.
