Actually the Reason why India's train routes are a mess because when the British built them they only designed to aid the transportation of goods to their destination, not people traveling. So when the rails started serving people, no one could get anywhere so when additional rails were added things got nuts trying to adapt things to the British rails. Also the whole over population thing.

Okay, the whole thing is so fucked up that I don't even know how to explain it.

Basically, the cartoon in
is based on children's book. During 90's, the writer of that book wrote several sequels for it, and one of them included an episode where protagonists mistreated local postman because he was an asshole and government sent a platoon of paratroopers into their village to bring them to order, forcing them to start a guerilla operation against them. The whole thing was an obvious allusion to Chechen War, except written in such way to imply that Chechens dindu nuffing, they were gud bois, all the claims of genocide committed by them were fake and evil gubmint oppressed them.

If we're talking steam engine trains then yes, they have the manpower to lay down the track in mostly empty land. But train is a finnicky thing. It's hundreds of tons of steel with giant engine (diesel or electricity) so it's not really good at climbing steep elevation. It also need time to gain speed so the best way to build a track is a straight path. Pretty difficult in current India with its FUCKING ONE BILLION POPULATION.

Also tunneling thru hills and mountains is an extreme task.
