Your use of the verb "is" in your first assertion that Halloween *is* the most pagan holiday is erroneously present-tense.
It *used to be* pagan.
It is now secular.
That is where your mistake lies, OP.
As a secular holiday it is enjoyed by all without contradiction or implication as to religious or non-religious belief.

The real question here is why non-religious people use the word "holiday", which is a contraction of the words "holy day", which implies belief in a deity of some sort.
