There is most likely no datamining being done here.
Holla Forums used to permanently store IP addresses used to make posts, but in a format that was inappropriate for datamining. It no longer does this and all the old records were deleted.
Holla Forums currently hashes IP addresses, which means that your IP address is not stored at all. This is much better than most sites.

No dumbass, in the video he says 12 years earlier the feds wanted to sniff logs on their system. If the video was from 2013, that would put the request at 2001, which makes sense since that's when they officially started their overreach spying program (PATRIOT act, etc.)
