Can't tell if sarcasm, but drop 1-2k, it's cheaper than college. Engineering is dirt cheap on materials compared to most art programs. It's an applied knowledge field, most of it is looking shit up and being very careful.

Licensed engineer, no, literally impossible, as in school is an explicit legal requirement. Learning the material though, most of that is self taught, the school will point you in the general direction. However it is not really there to teach you it is there to weed you out; if you don't go beyond what they cover you will be weeded out.
