Only whitelisted IPs can post. Whitelist through a captcha type function including a "reason why your IP should be whitelisted" and if you're a fag then OP gets taken off whitelist.

Another function for whitelist (turn on or off) you could have all active IPs on the board automatically whitelisted. When the spammer starts, you can turn whitelisting on until he fucks off and gets bored, then turn it back off later.

The other option would be to have specific whitelisted cookies, but that would be pretty gay for a variety of reasons. IP whitelisting would be the way to go imo.
