The US has low-income housing called projects, they basically build a whole neighborhood of small but decent houses and rent them out to poor people for cheap. These inevitably become self-segregated, with the black projects and the white projects. Even though both are comprised of poor families and lots of single mothers, the black projects always becomes crime ridden and dirty, while the white one is a decent place to live. Then the blacks start pushing to get into the white projects, and it starts to decay.
