ICANN doesn't distribute individual IP addresses. They make block allocations to redistributors, who make more block allocations to other redistributors, who make more block allocations to other redistributors, so on and so forth about 15 - 20 deep until you end up at an actual ISP.
Individual countries already influence content within their borders by interacting with their ISPs, who sit at the very bottom of that long chain of block level redistribution.
ICANN does not influence content, and bypassing the ISP you can directly influence who is actually legally bound to follow your laws within your borders so that you can somehow climb all the way up that chain to fight with other directly influenced block level beneficiaries at a level where you have no control makes no logical sense when you understand how any of this works.
The top level DNS interaction is equally irrelevant, especially so considering the periphery nature of DNS necessity.

I agree. The way I've switched over and the best way I've found is to put DD-WRT on your router and switch its local DNS from there. You can buy pre-loaded DD-WRT routers on Ebay for pretty cheap or reload firmware if you've got the right kind of router.
You should do this because even if your local device has its DNS address changed there could be a backdoor in the firmware of your router, Snowden's leaks proved this is an avenue of an attack for the NSA, which would negate any security outside of possibly using a shadow net like TOR, and we all know rabbis literally run TOR now.
Soon we'll need a real shadow-net soon, something decentralized but has enough coverage so most of us can move and whose core security system wasn't made by some government agency, giving you the paranoia it has a backdoor I still have paranoia in using AES, {reasons why, to long to post}

Its basically the fact that the internet really is a democracy, majority rules. The US no longer has a majority as we have failed to build more and better infrastructure. You are telling the truth on many things, but also consider the following: total liberalism and free market only works when the economy is not under siege from a foreign power like the jude.

It's speculation that a branch of the UN will gain control of ICANN, it hasn't been stated publicly but is pretty much guaranteed. By relinquishing control from the US commerce department it loses some form of international immunity from lawsuits. It has no choice but to join up with an international body like the newly formed Internet Governance Forum. Which back when it was founded assured the world they had absolutely no interest in taking over the internet.
There hasn't been much written about the big groups behind this(ITU) as they've never been important as it relates to the internet but the little there is of it is very negative. They react to citizen complaints or criticism with bemusement and disdain. One of their last conferences was in Tunisia back in 2005, mainstream reporters sent to report on it were disgusted at the censorship going on and seeing their fellow reporters being beaten by police.
