Any sensible emoji keyboard probably makes frequently/recently used emoji easily accessible. If you use a breastfeeding or rock climbing emoji then it's likely to be something you do regularly, and therefore you regularly have reasons to use the emoji. I think it works out, as far as input efficiency is concerned.

Why not just install fonts which do not contain emojis at all? We can pretend that the emoji characters in Unicode are not allocated, even when we write software we can pretend emoji don't exist. Basically treat them either as whitespace characters or invalid data, or pass along without any processing — whichever is more reasonable in a particular case.
Then it doesn't matter much what is the Unicode, because we'll just be dealing with a subset of Unicode and all who want send us emojis can go fuck themselves in the ass.

I think that unicode/UTF-8 itself is pretty good. It's a simple compact encoding that lets you address a huge number of code points.

What I really dislike though is emoji. It is out of scope of unicode and it shouldn't ever have happened.

The important idea is that they are both pictorial representations of words and ideas. Emoji are the modern form of the ancient language of pictographs.
