Habsburs were an important dynasty of the Holy Roman Empire. Hungary was in ruins after the Ottomans did what Ottomans do best, and the Habsburgs got the Hungarian throne around that time. So a part of Hungary wa under direct Ottoman rule, an other part was a semi-independent Ottoman vassal, and the ret belonged to the Habsburgs. They were losing their power in the Holy Roman Empire during the 17th century, and the Ottoman Empire was also very weak in those times. So they organized a few wars to add the rest of Hungary to their domains. They acted like conquerors, so there was Rákóczi's fight for independence at the beginning of the 18th century, but it failed. Then during the reign of Maria Theresa things were all right, because she built a good relationship with the Hungarian nobles. Then nationalism became a thing in the 19th century, and the Habsburgs started to act like a bunch of dicks with all ethnicities, so Hungarians wanted independence. That led to the war of 1848 and 1849 that the Hanbsburgs only won with the help of Russia. They imposed a quasi-dictatorship in Hungary, but it didn't work out, so in 1867 Hungary gained everything it wanted in 1848, and the Habsburg Empire became the Austro-Hungarian Monarchy. Austria and Hungary were independent in theory, they only shared the monarch and had a common monetary, military and foreign policy. Then a few decades later ww1 happened.

In 1868 the Habsburg Emperor was beaten by the Prussians and also previously the Italians and France, they were weakening massively in the political field, so he was forced to sign a compromise with the constantly rebelling Hungarians in order to maintain Austria as a world power.
