The allocation of ip addresses to countries, companies and more specifically hosting providers is under the control of ICANN (IANA). The more complex part is the management of domain names. Domains are organized in a hierarchy, and domain names traverse this structure from right to left. No one types the right most dot, but it is implicit. So 8ch.net. is organised as (.)->(net)->(8ch)
Dot is the root, and underneath are the generic top level domains (TLDS) you are familiar with like com, net, org, and all the associated country TLDs. ICANN ultimately control the records for these name servers.

As mentioned in the post below yours many countries are forming their own intranet to avoid having their internet infrastructure be reliant on the US, help enforce censorship and prevent enemy actors from radicalizing their populace. This handover was going to happen sooner or later.
For 99% of the internet they'll never notice anything different. The modern youth are raised on smartphones or tablets and know next to nothing about computers or networking. They'll never even type in a URL as the browser does an automatic search for them. The 18-30 year olds currently on sites like these grew up with real computers, used P2P software and have a decent understanding of what goes on if they were involved in PC gaming and rented servers or hosted their own sites.
A much smaller portion of the next generation will have a clue. Modern gaming is so locked down compared to 15 years ago that it's a drastic change. Any game that becomes successful is quickly bought up and subsquently locked down. First, Obama is "handing over control" of DNS - That is Domain Name Service. That controls name resolution. Like when you type in www.ar15.com and it actually reaches out to the IP address "209.251.48.101". DNS is a resolution protocol, not the on-off switch for the internet. Also, actual name resolution is distributed across thousands, if not millions of servers owned by private companies. One entity owning the 'standard' for name resolution doesn't really mean shit.
Second, the entity gaining "control" of DNS is an American company (ICANN) run by Americans. So, to clarify, your favorite, benevolent government leader, is handing over control of the standard for a naming system to a private, American company. You have a problem with privatizing something as opposed to Obama and his fascist administration having control over it?
