A strict constitution modeled on the US one.
A "government" with the only powers of commanding a self-defense army for defense from external threats, actively denying all types of internal warfare and enforcing the constitution.
Independent regional governments (smaller than a US state) subordinated only to the constitution with military training (in the main army) for every man required by constitution as well.
Free trade.
No central bank.
Mine would be a White Ethnostate that is a Constitutional Monarchy controlled by the elected PM and the Royal Family. It would also have laws in place to encourage white people to have more children. Non-whites are banished from my hypothetical country and sent back to their native homelands. Jews would be sent to Israel and all funding to Israel would be cut. The state religion will be Christianity but Muslims and other non-Christians (excluding Jews) will be allowed to practice their faith as long as they are of white European descent.
