under socialism, the quality would even be better as there wont be any movie/vidya/TV shows thats made purely for money. people will write music or make films that have actual values, that expresses the soul and talent of the artists, instead of just to cater to the public and show them what they want to see.
there wont be any big man in some office molesting young actresses, or big corporations created to train talentless bimbos to make generic dance music and strip in front of 13 year olds. animes will rid itself off the pro-capitalist elements, and people will have to find their own soul instead of just grabbing the nearest top 40 dance tracks of the month or spend 200 dollars on movie and popcorn.

The arts are subsidized under our current capitalism, why can't this be also the case under gommunism?

Entertainment is a coping mechanism (i.e. byprocuct) of alienation. It would not exist in a communist society. That is not to say that art, fun, and merriment would not exist. These would be nobler than the filth that we call entertainment. Everyone would value their time and the only people who bothered with entertainment would be historians documenting a pre-communist society.

How should artists be payed under socialism? Who would decide that? Some democratic Artist Committees? Wouldn't the working class be jealous of artists that they're free to just work with art instead of hammers?

Under socialism everyone can (and probably will) be an artist. You go work your physical labor job for, say, 4 hours a day. You then can spend the rest of your time how you please. If that involves art, you are welcome to it. That doesn't mean your art will be famous or prestigious though.

The anime and video game industries needs a good gulaging of its higher ups.
Socialism will greatly shrink these industries as they are long term collaborative projects that are pretty expensive and time consuming. Funding will have to be through crowdfunding, state subsidiaries, and even straight out volunteering free time. Less people will be working but those who remain will be more passionate and will be able to create without having to worry about shareholders demands or otaku's prefernces.
Once fully automated luxury communism takes hold I could imagine production will rise again but the quality will still be much better

Art gets created because people have a desire to express themselves creatively. There are millions of amateur artists who create art despite the fact they will never receive a cent for their work.

The original point was that basic income would be nonsensical within FALC. Basic needs would be accounted for without some kind of monetary system. You would simply receive whatever food, clothing, housing, etc. that you need. If you want a market on top of that, that's another question, but if we have FALC there is no reason why we would need to distribute basic needs according to arbitrary monetary value instead of just giving them their basic needs.

The advantage of money is that it lets people choose between things of equivalent cost to produce. Of course money is an abstraction which implicitly assumes that our capacity to produce different things can be compared using a single value.
Unless you plan to force everyone to receive exactly the same types of food and clothing, you're going to have to find some metric to compare the relative production costs of different items. Money isn't the only way to do this, but whatever option you choose you're still going to have some numeric cost(s) associated with items and people will have to choose items such that the cost(s) are below a threshold.
