You can't solve systematic problems over night. It will take a decades if not centuries, assuming mankind doesn't get extinct from nuclear armageddon. During those decades you still have to deal with the low hanging fruit. You need a police force and criminal justice system to deal with murderers and rapists (real ones) as they cannot be "rehabilitated" in any time soon, certainly not in our lifetime.
