You could use a federated approach where each board has an owner, and an owner can grant cryptographic tokens to other anons to act as moderators. The only issue there is how you solve name ownership disputes in the event of a network fissure.

The second approach would be to just have the chaos of no moderators whatsoever, and merely use the board names (and subsequently thread ids) as buckets for posts. Then to filter spammers, you'd have to rely on something like a distributed downvote.
