Once the projects are complete, travel will be easier and more efficient, people will be able to enjoy better telecommunications and utility service, hopefully, giving more locals the opportunity to be entrepreneurs and improving the overall living standard causing a commensurate drop in birth rates and a general trand of improving IQ.

But I don't agree with your belief that a pan-indian identity is in conflict with ethnonationalism. The nation-state concept itself as well as, for example, the pan-german identity, are also artificial fabrications and simplifications. It is still a delicate matter. The concept of a "hindu" did not even exist until the arrival of islam, nor the concept of a hindu religion. They were first simply fellow humans, then fellow countrymen, before finally being fellow people of an ethnic background without a converted belief system. Even today, hindus will tell you you can't "convert" to hinduism, only out of it. It's an essential and possibly only piece of the ethnic identity.

What I think is needed is a lot less centralization at the federal level, with large autonomy given to the many individual states. Ancient India existed like a patchwork of kingdoms. The modern state of India should allow for the same, rather than the patchwork being contained to the geographical boundaries of the sub-contintent, it'd be to borders of the nation-state. One who only firmly exerted its statehood on the geopolitical stage.
