I'd say what Mexico really needs is a very violent nationalist revolution that has no qualms about shooting these dogs in the streets.

A big part of the problem is many Mexicans idolize these cartel guys like rockstars. Propaganda might be able to counter that, but it would need to be 'very strong propaganda. The cartels already put out a lot of their own propaganda their social media accounts showing off all kinds of wealth and weapons are one part of that propaganda.
Perhaps juxtapose images of dismembered mexican women with the vulgar displays of wealth you find on social media. I don't know if that would be enough, but it might help.
