The bottom line is that it was a program to blackmail people by drugging them and having them have sex with children.

The program used every means imaginable of inflicting trauma onto children in order to make them into super-soldiers for some type of futuristic war. The early experiments were performed on consenting adults. Who knows where the trail leads after that though.
