The simplest way to allow Texas secession would be repealing the 14th Amendment - the one that says you're a citizen of the US first and of your state second.

Otherwise, what will have to happen is the State legislation passing a bill to separate from the United States and the governor signing it into law. Once it is law, then Texas has to be ready to enforce it. Congress will send in troops to enforce the 14th Amendment, which will obviously be the beginning of a war of secession.

There also has to be a way for those people living in Texas to move elsewhere or to be given amnesty as citizens of the United States as per the 14th Amendment. Or they could become insurgents fighting on the side of the US. After all, not every Texan wants to secede. If the Republic of Texas doesn't ensure the safety of those loyal to the United States within its borders and offer them safe passage to the US, then that makes the war even worse.
