No, you can't change the facial structure of the presets, the range of skin tones is also very limited (no white skin).

In previous ME games you could change every feature. The skin color, the hair style, the shape of the eyebrows, eyes (size, shape, space between them), nose (and height, width), mouth, jaw, chin, scars, even the size of the ears.
