I hear where you're coming from, but the key targets in a nuclear exchange would be military installations and large, liberal cities.
In the case of the United States, this would entirely wipe out the ZOGbot redneck yokel brigade and evaporate the overwhelming majority of the communist electorate, leading to the near-total extinction of the federal government's entire support base.
In the case of Russia, wiping out major cities would damage their population, but it would also almost entirely exterminate major migrant hordes. Opposite to the United States, it would strengthen the hold the acting government has on power, not weaken it.
