There is one way to vastly improve your chances of acceptance, though: an agent. Hire an agent who knows the publishing game better than you do. He will probably know which publishers would be most interested in your work and is likely well trusted enough by that company that they will be much more apt to reading your pitch, which puts you ahead of the metric fuckton who just send their pitch directly to the publisher.

Long-term eugenics would eventually collapse, just as monarchies did.

The German regime during the 30's tried a combination of both eugenics and euthanasia, but at a little scale; races were also less mixed then. To achieve ethnic purity it would have taken around 10000 years of those combined.

However we should adapt to technologies, if the Germans had known about Genetic Modification they would've done it without doubt.

It does require a little of eugenics though, because we need both parents to have at least some trace of the "pure genes" (unless you want single mothers, which is totally degenerate). You'd have to combine parents with compatible genes and then genetically modify them so that their best genes are passed to their children. It would take around 50-100 years to have an ethnically "pure" (around 75%) society.

It would also be a more socially acceptable solution, because most parents would be in favour of having smarter, tougher children.
